(长沙)中非技术贸易措施研究评议基地是由海关总署国际检验检疫标准与技术法规研究中心、长沙海关、长沙市人民政府共建，湖南自贸区长沙片区管委会统筹指导，雨花区人民政府（湖南自贸试验区长沙片区雨花管理委员会）、湖南省中非经贸合作促进研究会负责承建及运营管理，湖南省天一国际咨询有限公司负责具体执行的国家级技术贸易措施服务平台。

       基地秉承”立足湖南、面向非洲、服务全国”理念，依托中非经贸博览会、中非经贸深度合作先行区两个国家级对非平台，围绕中非跨境人民币结算中心、中非易货贸易等多项政策优势，为中非经贸合作当好助手，提供技术保障。

       评议基地确立了政府领导与市场化运营推进的模式，组建运营机构和国际化团队，下设综合管理、研究评议、咨询培训、专家委员会等专门机构支撑。现有专职人员10名，其中驻非工作经历人员6名，精通英语、法语等多国语言，形成了涵盖工程机械、轨道交通、农业食品等领域的139人的专家团队。

        基地坚决落实习近平总书记在中非合作论坛一系列讲话精神和《中非合作论坛——达喀尔行动计划（2022-2024）》部署，汇聚了专业检测机构、行业龙头企业、全国领先专家团队等各方力量，切实做好非洲国家技贸措施信息咨询服务，推动中非经贸深度务实合作，努力打造国内一流的技术贸易措施研究评议基地。

China-Africa Technical Measures to Trade Research and Evaluation Base (Changsha)

China-Africa Technical Measures to Trade Research and Evaluation Base is a national technical measures to trade service platform jointly established by the Research Center of International Inspection and Quarantine Standards and Technical Regulations the General Administration of Customs, Changsha Customs and the Changsha Municipal People's Government, undertaken by the Yuhua Administrative Committee of the Changsha Area of China (Hunan) Pilot Free Trade Zone, and operated by the Society of Hunan Province for China-Africa Economic and Trade Promotion Council.

Following the concept of “based in Hunan, Africa-oriented and serving the whole country”, the base serves as a promoter for China-Africa economic and trade cooperation and provides technical support by relying on two national platforms for Africa, namely China-Africa Economic and Trade Expo and China-Africa Economic and Trade Deep Cooperation Pilot Zone, and centering on multiple policy advantages such as China-Africa cross-border RMB settlement center and China-Africa barter trade.

The base has established the pattern of government leadership and market-oriented operation promotion, set up an operational organization and an international team, as well as special supporting institutions such as comprehensive management, research evaluation, consulting and training, and expert committees. At present, the base has 10 full-time employees, including 6 with working experience in Africa, who are proficient in English, French and other languages, and established a pool of 139 experts covering engineering machinery, rail transit, agricultural food, and other fields.

The base resolutely implements the strategy in a series of speeches by General Secretary Xi Jinping at the Forum on China-Africa Cooperation - Dakar Action Plan (2022-2024), and brings together the strengths of professional testing institutions, leading industry enterprises, the national team of leading experts and other parties to effectively provide information consulting services on technical measures to trade in African countries, thereby promoting in-depth and practical cooperation between China and Africa in trade and economy, and aiming to develop into a first-class base for research and evaluation of technical measures to trade in China.
