Terms concerning section 1: ; - Except for what is imported for private and personal use, clearance of shipments of final products ( shoes, leather bags, apparels and readymade garments, home textiles, carpets, and floor coverings) are subject to the following alternatives: ; - ; - Alternative 1: The producer is registered in the Egyptian organization for Export and Import control (GOEIC) according to Article 94 of Ministerial Decree no. 770 for year 2005 and its amendments issuing the Executive Regulation to Implement the Import and Export Law. Producers may register in GOEIC provided they duly meet the following requirements: ; Application for registration by the commercial agent of the producer, or his representative or the importer. ; Application of the legal identity of the producer. ; Application indicating the varieties produced and their production sites in different countries. ; The producer maintains a quality control system regarding his products or his licensed production. ; Production is carried out according to one of the approved standards of the Egyptian Organization for Standardization and Quality Control. ; Alternative 2: The shipment is accompanied by documented and accredited inspection and review certificate containing the shipment data and the required inspection and testing results stipulating the conformity of the shipment with the relevant accredited Egyptian standards. This certificate should be issued by accredited inspection companies accredited by one of the accredited bodies from the International Laboratory Accreditation Cooperation ILAC. ; Alternative 3: The inspection and review certificate can also be issued by an Egyptian or foreign agency approved by the Minister of Foreign Trade and has accredited and specialized laboratories in the tests required for each product. ; Shipments shall be subject to random inspection by GOEIC. ; Terms concerning section 2: ; Clearance of Intermediate products ( natural leather, artificial leather, footwear parts, textiles and dyed and colored yarns) is conditioned upon the fulfillment of the control requirements set out in part 2 of Ministerial Decree 770 for year 2005 and its amendments issuing the Executive Regulation to Implement the Import and Export Law, and the payment of the relevant testing fees. ; -This decree (Ministerial Decree No.961 /2012) replaces Ministerial Decree No. 626/2011 notified under G/TBT/N/EGY/29. ;
